HONG KONG COULD BE AT ‘TIPPING POINT’
CNN reports the Chinese military garrison in Hong Kong offered a rare public reaction in the face of taunts from protesters, as violence escalated across the city over the weekend. Footage shows a yellow flag atop a military building – a warning to protesters they could be prosecuted if they continue to approach the barracks. But, protesters continued to point lasers and other lights at the building. It is the first known interaction between protesters and People’s Liberation Army (PLA) during the 18 weeks of unrest. Carrie Lam’s use of colonial-era ‘emergency powers’ to ban protesters from wearing face masks marks a significant escalation in how protesters are being handled.

UN MAY RUN OUT OF MONEY BY THE END OF THE MONTH: GUTERRES
Arab News says The United Nations is running a deficit of $230 million according to Secretary General Antonio Guterres. And they may run out of money by the end of October. A letter, intended for the 37,000 employees at the UN said unspecified “additional stop-gap measures” would have to be taken to ensure salaries and entitlements are paid. In the letter, it says: “Member States have paid only 70 per cent of the total amount needed for our regular budget operations in 2019. This translates into a cash shortage of $230 million at the end of September. We run the risk of depleting our backup liquidy reserves by the end of the month.” To cut costs, conferences and meetings may have to be postponed and a restriction to official travel and energy-saving measured enforced.

TRUMP THREATENS TO OBLITERATE TURKEY’S ECONOMY IF IT DOES ‘ANYTHING OFF LIMITS’
RT News reports in a blunt warning to the NATO ally, President Trump said he’d “obliterate” the Turkish economy if he thinks it’s stepped out of line in Syria. And then told Ankara to “watch over” ISIS fighters in the US’ absence. “If Turkey does anything that I, in my great and unmatched wisdom, consider to be off limits, I will totally destroy and obliterate the Economy of Turkey (I’ve done before!)” Trump tweeted. In a series of tweets, Trump then called for Turkey to join “Europe and others” in “watch[ing] over the captured ISIS fighters and families” hours after announcing the US will pull out of northern Syria on Monday. His announcement the US will be leaving Syria did not sit well with Congress or the media. Many people said leaving Syria would abandon the Kurds to be torn apart by Turkey.
