Millions will be ordered not to leave local areas
The Sunday Telegraph says millions will be asked not to travel outside of their local areas and “could be banned from mixing with other households” even outdoors as part of a three-tier local lockdown system. Hospitals in the North West “could become overwhelmed within days”.

Lockdown revolt hits Boris
The Sunday Express says the PM is facing a “lockdown revolt” from leaders in the North, who it reports have “threatened to take the government to court” over “furlough payouts”. It also runs a piece by Brexit Party leader Nigel Farage on why “Brexit Britain needs Trump.”

PM ‘betraying his red wall voters’ over lockdown cash
The Observer’s front splash reports the threat of legal action, which says mayors “went into open revolt” over the financial support being offered to workers under local lockdowns. Mayor of Greater Manchester Andy Burnham tells the paper that the government paying for two-thirds of wages is “grossly unfair” and amounts to “punishing people” in the North – especially those who were persuaded to vote Tory in the last election.

Town halls to take the war on virus
The Sunday Times reports that mayors “will be given more control” over test and trace as ministers “try to secure their support” for local restrictions – an admission, it says, that “the national system is failing”. It says planning of the three-tier lockdown system was in “disarray” on Saturday night and that plans dubbed “cash for crackdowns” will see the prime minister’s team give funds to areas that pledge to “put in place proper measures”.

One local lockdown rule for them…
The Sunday Mirror claims that leading Tory politicians are “accused of dodging lockdowns in their own backyards”. The paper claims some ministers are “doing nothing about soaring Covid-19 cases in their own constituencies”, while tighter restrictions are introduced elsewhere.

UK at ‘virus tipping point’ top scientist warns
BBC News says the UK has reached a “tipping point” in its coronavirus epidemic similar to that last seen in March, one of the country’s top scientists has warned.
England’s deputy chief medical officer said the seasons were “against us” and the country was running into a “headwind”.
More deaths would follow a rise in cases over coming weeks, he said and urged people to limit social contact.

France sees highest daily Covid-19 increase with more than 26,800 cases in 24 hours
CNN says 26,896 people tested positive for Covid-19 in the past 24 hours in France — another record high for a daily increase in cases.
The numbers were updated late Saturday on the French Health Authority website. On Friday, 20,339 new cases were reporting, breaking the 20,000-cases-in-a-day threshold.
The positivity rate (number of people testing positive) also keeps climbing. It now stands at 11%, up from 7.6% on October 1 and 4.3% on September 1.

India’s coronavirus cases top 7 million as experts warn of health-measure fatigue
France24 says India’s confirmed coronavirus toll crossed 7 million on Sunday with a number of new cases dipping in recent weeks, even as health experts warn of mask and distancing fatigue setting in.
The Health Ministry registered another 74,383 infections in the past 24 hours. India is expected to become the pandemic’s worst-hit country in the coming weeks, surpassing the U.S.

Mainland China reports 21 new Covid-19 cases
Arab News says mainland China reported 21 new confirmed cases of the coronavirus on Saturday, up from 15 the previous day, the national health authority said on Sunday.
All the new cases were imported infections involving travellers from overseas, the National Health Commission said in a statement.

Trump holds first public event since Covid-19 diagnosis
Aljazeera says Donald Trump has held his first public event since being diagnosed with coronavirus, as he seeks to show the public he is fit to resume campaigning ahead of the November 3 elections.
Trump was not wearing a mask as he addressed a crowd of a few hundred cheering supporters Saturday afternoon from a White House balcony, where he spoke about “law and order” issues in the country.
