Gray, a career civil servant who has held some of the most important behind-the-scenes roles in the British government, has been tasked with investigating a scandal that has rocked Johnson’s government and already gotten his MPs in a mutinous mood. Gray’s report could tip them over the edge.
An initial revelation that No. 10 staff held a Christmas party in Downing Street in December 2020 has unleashed a series of damaging claims that government and Whitehall officials — including the prime minister — held or attended social gatherings at various points over the last two years when most people were prevented from visiting, and even burying, their loved ones.
