Sir Keir Starmer is expected to describe the NHS’s decline as “unforgivable” and promise a 10-year rescue plan which will be unveiled in spring.
The Prime Minister will say: “What we need is the courage to deliver long-term reform – major surgery not sticking plaster solutions. The NHS is at a fork in the road, and we have a choice about how it should meet these rising demands.
“Raise taxes on working people to meet the ever-higher costs of aging population – or reform to secure its future. We know working people can’t afford to pay more, so it’s reform or die.”
Sir Keir Starmer suffers humiliation in the Lords over winter fuel fiasco
Sir Keir Starmer faced fresh humiliation tonight as he suffered his first defeat in the House of Lords over his hated decision to scrap universal winter fuel payments.
Peers backed a so-called “regret motion” by 164 votes to 132 after condemning the decision during a heated debate.
Former Tory pensions minister Baroness Stedman-Scott said: “I cannot think there is anybody really in this chamber who wants this to happen in terms of withdrawing the winter fuel allowance in this way.
“I think the two phrases that come out time and time again are to take time and think again, and I live in the hope that that may happen”
But a bid to block the winter fuel cut by former Pensions Minister Baroness Altmann was defeated by Labour Peers by 138 votes to just 30.
