    More than 184 million for housing, energy and sustainability in Zaragoza

    More than 184 million for housing in Zaragoza. This is the amount that the Urban Planning, Infrastructure, Energy and Housing area of ​​the Zaragoza City Council have made available for energy and sustainability in 2025. As passed in the municipal budget 900 million euros.

    It is an amount that will be allocated mainly to three areas such as energy, including energy efficiency, housing and urban regeneration, for which the investment effort will be maintained despite the fact that the department’s endowment is reduced in this year.

    That is a 2% compared to 2024 due to cost control and improvements in energy efficiency, which have led to savings of nine million euros in current expenses on goods and services. In addition, some of the projects will be carried out with other council departments.

    Of the total moment, another 112m euros correspond to the management of Urban Planning, Equipment and Cemeteries. In this section, the city projects in the neighborhoods are included, highlighting the recovery of the Huerva River – it has the support of the Government of Aragon – which is the one with the largest budget, rising to a total of 12 million euros among the different games.

    In addition, 2.4 million euros will be available for the Barranco de la Muerte, an area in which different actions will be undertaken, such as the perimeter canal next to the school and complementary works. 1.2 million are also included to bury the high voltage line in the area.

    Other notable items are the 1.5 million euros for urbanization, development and green areas of Area G-56-13 in the Oliver neighborhood, in the Camisera area; the surroundings of Aloy Salas, the buildings and plots of the Historic Center, improvements in the Zamoray-Pignatelli area, or the regeneration of neighborhoods.

    In terms of equipment, the Spanish Minister of Urban Planning, Víctor Serrano, has explained that outside the area, two items are collected for La Romareda. For example, the Spanish Treasury contemplates the participatory loan to the company La Romareda SL for a value of 6 million euros and the subscription of company shares to build the field with 3.1 million euros.

    Upgrades to the Hispanidad Civic Center

    In relation to the city’s facilities, the budget includes the continuation of the upgrades to the Hispanidad Civic Center, worth 4.96 million euros; the renovation of the municipal hostel with 3.3 million euros; the Harinera de Casetas, with 1.04 million; the expansion of changing rooms at the CDM Alberto Maestro (850,000 euros), the Celda del Prior in La Cartuja (850,000 euros), the CMSS San José (735,000 euros) or the Torre de Santa Engracia in Movera (425,800 euros).

    This year will also promote the Parque Venecia Playground, the Arcosur Children’s School, the Parque Goya Civic Center, the future senior center in the old Torrero prison, the expansion of the Delicias Civic Center and the reform of the School’s air conditioning.

    To all this is added the restoration of monuments such as Los Sitios or the Parque Grande Music Kiosk with a total of 110,000 euros. Other complementary actions include the Casa Amparo, Teatro Principal, museums and exhibition halls, Fire Station 1, and the conservation of other equipment that exceeds 6.5 million euros.

    Infrastructure

    The infrastructure section adds up to a total amount of 55m euros. Within this item, comprehensive reforms of public roads are included. A total of 16.5 million euros will be allocated to the maintenance and conservation of public roads, which will amount to 1.1 million, registering an increase of 16%.

    The conservation of public roads and the improvement of accessibility will have 5,050,000 euros, while the road renovation works total 1.21 million. For its part, the Avenues Plan is endowed with 1.5 million, the same amount budgeted for Operation Asphalt.

    In addition, other actions for more than five million euros are contemplated. This group includes the second phase of Navarra Avenue with 3.8 million, Oeste Street with 1.1 million, Ibón de Astún Street, Camino de Herederos, the adaptation of the Vía Hispanidad roundabout, Isla Street Dragonera or the project to improve Lagos de Coronas and Ibón de Ayanet. Infrastructure in industrial estates will also be renewed.

    Water services to be upgraded

    Water and the process of digital transformation and efficiency in the management of this resource will be addressed with more than 21 million euros, for which European funds will in turn be available. Zaragoza will assume expenses of more than 15 million, largely due to the payment for the water supply, which amounts to 9.9 million euros.

    There will also be 1.5 million for water treatment materials and resources and 1.2 million for the conservation and repair of the network, as well as 1.36 million for maintenance, assembly and reading of meters. Within this group, the allocation of 1.2 million in water innovation and digital services is also part of the framework of the Digitaliza project.

    More than 6 million euros will also be allocated to improve water management and control, as well as its supply network. In this way, 1.5 million are contemplated in PERTE Digitize works for innovation and digitalization; 2.4 million euros to renew the municipal water network, an amount that represents an increase of 20% compared to 2024, and 780,000 euros for meters.

    For lighting, the budget includes an item for the conservation of public lighting of 5.6 million euros, apart from one million for energy efficiency works on public lighting and 1.9 million for repairs, adaptations and setbacks.

    It is worth highlighting the obtaining this year of a zero-cost credit from the IDAE for almost 10 million for the Reluzes project, for the implementation of innovative technology, to replace 9,619 light points with LEDs and the renovation of 81 control panels.

    This initiative will be carried out over a year and the loan will be repaid, after the first year of grace period, in 9 annual installments of 1,110,260.95 euros each. With the savings of approximately 70% in public lighting consumption, it is estimated that each year Zaragoza will save 2,114,460 euros on the electricity bill, so the investment will be amortized in five years.

    Dwelling

    Finally, in the housing section, there will be 19,073,387 euros, that is, 24% more. The two million for the promotion and acquisition of affordable rental housing stand out. To this item, 750,000 euros are added for specific construction and urbanization projects for the Zamoray-Pignatelli area.

    Six million euros are also included for aid aimed at accessibility for the elderly and the promotion of private rehabilitation and the contribution to the municipal housing society of 1,175,000 euros.

    In addition, the European Neutral path clean energy district program is increased by 50%, to 1.5 million euros, for the creation of a positive clean energy district, which includes six properties. A representative area has been chosen in the Actur neighborhood of Zaragoza, which includes two residential buildings built in 1992, with 96 homes in each block, as well as a public nursery school, built in 2008 and owned by the Zaragoza City Council, and a public school.

    Which consists of three buildings from 1997 of the Government of Aragon, but whose energy consumption is the responsibility of the Zaragoza City Council.
