“The Government has not contacted us to talk about Budgets, at any time,” said Nogueras, adding that he is “stranged” that “everyone is talking” about public accounts. “We must be the only ones who do not have the Budget folder on the table,” he insisted.

“I find it difficult for this folder to reach Junts” because “the Government has to do many things that it has not done,” said Nogueras, referring to compliance with the transfer of powers to Catalonia by the central Executive. “I think that the Budgets are not going to be negotiated,” he stressed, and explained that “we are in the month of December and we do not have any news about the Budgets and I see it as complicated.”

Thus, he insisted that “the Budgets that have not been executed in Catalonia have not been paid and, to give you an example, the last ones in Madrid were 212% executed and in Catalonia 46%, therefore less than half of what corresponded to Catalonia has been paid”. “Until what is owed to the Catalans is paid, we cannot sit down and talk about new Budgets and, for the moment, they have not done it, nor have they tried,” Nogueras concluded.
