The City Council of Zaragoza, in plenary session, has approved the budget by 2025 with an endowment of 978 million euros with the votes in favor of PP and Vox and the rejection of PSOE and ZEC.
The budget, following the items that had already been presented previously, grows 2.97% and increases the investment by 15%, reaching record levels that were not exceeded since the years of the 2008 Expo.
During the plenary session, the mayor of Zaragoza, Natalia Chueca, has described as “historical” this budget with which the city “shines”. In addition, he has stressed that he is immersed in a process of transformation “as he had never been, with millmillionary investments that arrive in the city. We have projects in all neighborhoods.” Specifically, investments in the different districts reach 124 million euros.
Among the investments that will be undertaken with 2025, the reform of the Huerva, the conversion of the former Giesa factory, the construction of the new Romareda, the Hispanic Civic Center and the Municipal Sports Center and the Municipal Sports Center District South. The actions also include the reform of Uncle Jorge’s park and the municipal shelter, the renewal of streets and avenues or for the construction of more than 1,700 affordable rental homes for young people.
Regarding public services, improvements in public services such as the urban bus and the new electric bicycle rental service have been planned, while, in social policies, more than 100 million euros will be available. The scheduled actions and citizen security stand out, with growth above 20%.
The Delegation of Culture will have 22.5 million euros, which represents 11% more than in 2024 and reaches the highest figure in its history. At record levels, the items are also located for simplification and modernization of the municipal administration through new technologies and artificial intelligence. In addition, the Zaragoza City Council will allocate 9% more funds to the promotion of tourism.
Amendments
During the processing of the budget, some amendments have been taken into account, especially in the expense section, with a volume of 325,000 euros, and four to the execution bases.
In terms of expenses, four amendments of the Popular Party itself have been incorporated for the hiring of the reform of the Uncle Jorge Park for an amount of 15,000 euros, and the construction of the Almozara Municipal Sports Center with 20,000 euros that will have their continuity with a multiannual of 2 2 Millions between 2026 and 2027. The item for the Central Market enclosure also grows in 110,000 euros and a material error is corrected in the rental of municipal vehicles.
The two Vox amendments taken into account focus on the completion of the previous study for the reform and expansion of the Municipal Library of Santa Orosia, for 10,000 euros; and another of 20,000 euros to update the reform project of the Vado road.
And, referring to the amendments linked to the execution bases, the approval has been approved to expedite the processing of the actions in rural neighborhoods with charge to the agreement with the DPZ, as well as three more of Vox, PSOE and ZEC, coincident in its content, to improve the ability to control the intervention.
Person -centered or antisocial budgets?
During the plenary, both PP and Vox have defended these budgets, which focuses on citizens. Along these lines, the councilor of the Vox Municipal Group, Eva Torres, said that these municipal accounts “pivot on the citizen” against the policy of the central government that has defined as “social destruction machine” for the almost 13 million People at risk of social exclusion and a youth unemployment rate of more than 26% with which unemployment is leading in this group in the European Union.
From Vox they have justified their vote in favor of these budgets for the achievements as the greatest availability of the tram on holidays and the study of parties expanding for self -employed, SMEs and industrial polygons, as well as investments in pipes and trees, between others. Vox items have meant moving about 30 million euros in the budget.
However, ZEC spokeswoman Elena Tomás, has considered that this budget is “antisocial, elitist and away from the city because it consolidates the cut in social services”, apart from “abandoning the neighborhoods” and having an “ultra -rightist character” . In this line, he has indicated that the execution of investment in the neighborhoods is “just 42%”, in addition to highlighting that culture investment is reduced by 39%.
For its part, the spokeswoman for the Municipal Group of the PSOE, Lola Ranera, has also been critical of this budget because, in six years, the big contracts have fired 30%, which makes the budget pass about 600 million of euros to more than 1,000 million, if municipal societies are taken into account.
In addition, Ranera explained that the budget is an opportunity to transform the city, questioning the actions of the municipal government when considering that “selling the city, malvender public land to pay the Romareda.”
The criticisms of the municipal groups have been responded from the Ministry of Finance. His spokesman, Blanca Solans, has criticized that neither PSOE nor ZEC have presented alternatives or transactional amendments so he has affirmed that “there is no alternative.”
