Metro – Punishment isn’t working 

Thousands of criminals ordered to do unpaid work such as clean graffiti are getting away without finishing it, says Metro. “Punishment isn’t working” headlines the paper as it reports on 280,000 hours of community service being written off, according to the Labour Party.
