What’s the Latest: ‘Local Governance 101’ Okanagan community’s first-ever council trains ahead of inaugural meeting

Okanagan Falls has elected its first mayor and council, following a recent referendum that led to the area’s incorporation as a municipality. Mayor-elect Matt Taylor is leading multi-day training sessions for the new council ahead of their inaugural meeting on November 6.

The inaugural meeting for Okanagan Falls’ new municipal council is scheduled for November 6. The community expects to transition nearly 20 services previously managed by the regional district to the new municipality over time.

The newly elected council of Okanagan Falls is undergoing training to prepare for its inaugural meeting scheduled for 6 November. Mayor-elect Matt Taylor emphasised the importance of establishing effective service delivery and developing a financial plan for the newly incorporated municipality.

What remains unclear — It is uncertain how the new council will effectively balance the community’s growth aspirations with the operational demands of managing the municipality.

Okanagan Falls is preparing for a new chapter as it establishes its first municipal council, following its incorporation in a 2025 referendum. Mayor-elect Matt Taylor, a former regional director with four years of experience, is leading multi-day training sessions for the newly elected councillors to ensure they understand their local governance roles. “Yeah, it’s local governance 101,” Taylor remarked, highlighting the significance of this training.

Incorporation presents a range of new responsibilities for Okanagan Falls, which has a population of approximately 2,700. The municipality is expected to assume nearly 20 services previously managed by the regional district, including fire protection, parks, and water and sewer management. Taylor noted the council’s imperative to deliver these services effectively while also laying the groundwork for the new administration. “We’ve got to operate services… just as well as everybody else does,” he stated.

The newly formed council will also need to recruit around a dozen staff members and establish a financial plan, including adopting a budget, as mandated by the provincial government. “Boom! Right away, we’ve got to adopt a budget,” Taylor emphasised the urgency of setting up the municipal finances.

Local businesses have expressed hopes that the new governance will foster economic stability and growth in the community, which has faced challenges in recent years. Kyle Belich, of Belich’s AG Foods, believes momentum is crucial for Okanagan Falls: “We need this momentum. The last five years have been a roller coaster with the economy.”

Residents also aspire for growth while maintaining the small-town atmosphere. Okanagan resident Barb Mulrooney said, “I just want to see more homes for young people. I would like to see it expand a little bit.” As the council prepares for its inaugural meeting on November 6, balancing growth expectations with effective administration will be a critical challenge.
