The Guardian – Health plan – will it deliver?’ 

The announcement of a manifesto busting tax rise to fund health and social care leads all the papers. The Guardian says that Prime Minister Boris Johnson has staked his reputation on the £12bn plan. It says that Downing Street is “gambling” that presenting the plan as a response to the pandemic will convince voters it is necessary.
