Mauricio Pochettino has endured a difficult debut campaign at Stamford Bridge and wants to strengthen his squad this month.
That’s despite the club spending around £1.3bn across the last four transfer windows.
But Pochettino was barely involved in the decisions during last summer’s transfer window, and the Argentine wants a far bigger say in recruitment going forward.
The former Spurs boss feels the side are short in attack, and over-reliant on Nicolas Jackons’s goals during his debut season at the club.
Osimhen, 24, recently signed a new deal at Napoli but it’s believed to include a release clause of around £103million.

The Nigerian is at the Africa Cup of Nations this month, making a January move unlikely.
But the Daily Mail say Boehly’s signed on further big spending and that Osimhen is open to moving to west London.
Chelsea are unlikely to be the only club interested in Osimhen’s services but the Nigerian is said to be in regular contact with club legend Didier Drogba about a move to the capital.
As well as a new forward, Pochettino is keen on signing a left-back.
With Ben Chilwell injured, Levi Colwill has been deputising but he was widely criticised after the club’s EFL semi-final first leg defeat to Middlesbrough earlier this week.
