    Europa se rearma en defensa aérea y antimisiles

    Son 18 los Estados miembros de la UE que han firmado una carta de intenciones para intensificar la cooperación y compartir los costes de desarrollo de sistemas de defensa comunes.

    Reforzar las capacidades europeas de defensa aérea y antimisiles. Este proyecto es ahora una de las prioridades de la cooperación militar en la UE. 18 Estados miembros han firmado una carta de intenciones para aunar esfuerzos en este sector estratégico.

    La defensa antiaérea y antimisiles es el proyecto que más interés ha despertado en las capitales. La Agencia Europea de Defensa (AED) propuso otros tres ámbitos de actuación: la guerra electrónica (14 Estados miembros), las municiones flotantes (17 Estados miembros) y el buque de guerra europeo (7 Estados miembros).

    Una mezcla de estrategia militar e intereses industriales

    La clase dirigente europea reconoce que la Unión carece de capacidades de defensa aérea y antimisiles. Esta debilidad se explica por el hecho de que se trata de nuevas tecnologías que sólo recientemente se han puesto en práctica sobre el terreno.

    La AED subraya el interés estratégico del proyecto, pero también sus ventajas industriales, que podrían interesar a todos los Estados miembros.

    La agencia europea señala que el esfuerzo no se limita al compromiso militar. Subraya que también implica la vigilancia y el análisis de riesgos mediante satélites, tecnologías de comunicación e inteligencia artificial. También implica sensores y radares espaciales para identificar las amenazas lo antes posible.

    “Por tanto, es absolutamente necesario que aumentemos el número de nuestros sistemas. Debemos aumentar absolutamente nuestra capacidad para comprender de dónde viene esta amenaza lo antes posible”, insiste Cont. “En segundo lugar, debemos mantener una ventaja tecnológica que nos permita derrotar a estos sistemas”, prosigue, antes de añadir que “hemos hecho mucho”.

    Evitar proyectos repetidos y repartir los gastos

    El objetivo de estos proyectos de cooperación es evitar duplicidades entre los Estados miembros en la investigación y desarrollo de estos recursos y compartir el esfuerzo financiero.

    En su informe 2024, la AED señala que el gasto de los Estados miembros ha aumentado un 30% este año en comparación con 2021, es decir, antes de la invasión rusa de Ucrania. Se prevé que los 27 gasten 326.000 millones de euros este año, lo que representa el 1,9% del PIB de la UE.

    Sin embargo, a pesar de este aumento del gasto, los esfuerzos nacionales por sí solos son insuficientes para que las fuerzas armadas de los Estados miembros puedan prepararse adecuadamente para una guerra de alta intensidad, señala el documento. Por ello, la Agencia Europea pide una mayor cooperación, en la línea de los cuatro ámbitos de actuación, para reducir la fragmentación de ladefensa europea y su industria.
