    As AI use surges across the EU, who are the countries and age groups using it most?

    As AI use by individuals increases, data indicates that over one-third of individuals across the 38 countries of the Organisation for Economic Co-operation and Development (OECD) utilised generative AI tools in 2025. This report provides significant insights into the trends of AI adoption in various demographics, highlighting the widespread use of technology in both formal education and private life.

    The findings reveal that, in the European Union, citizens from Greece, Denmark, and Estonia were among the highest users of generative AI tools in the last three months of 2025 across 25 EU countries. Notably, young people aged 16 to 24 showcased the highest levels of engagement with these tools, with Greece and Estonia leading in this age group.

    Demographic Variations in Generative AI Usage

    Men exhibited a higher usage rate of AI tools in 21 EU countries, with Estonia, Slovenia, Lithuania, and Croatia being the exceptions. Moreover, in most EU countries, individuals with a high level of education were found to use AI tools like ChatGPT and Gemini predominantly, except in Ireland, where those with lower educational attainment reported higher usage.

    Students were identified as the primary users of AI tools across all 25 EU countries, with roughly four in ten young EU citizens opting to use AI for formal education purposes, contrasting with a lower usage rate in the general population.

    Socioeconomic Influences on AI Adoption

    AI adoption was prevalent among individuals involved in the labour market, including both employees and the unemployed. Individuals from households with the highest income levels were the most significant users in 22 EU countries, particularly noted in Slovenia.

    Conversely, the highest usage of AI was reported by citizens from lower-income households in Belgium and Slovakia.
